Quite a few characters come to mind.
From DC comics i think Vixen deserves her own movie
Her powers and origin/background would be different and interesting especially in the DCEU universe. She could even be the catalyst for a Justice League of America movie.
From Marvel Comics, I think Sentry deserves a movie.
He is known as the most powerful hero in Marvel with many abilities ranging from super speed to matter manipulation. He can't die, he can ressurect the dead, he can control light,he can nearly mind wipe everyone in the marvel universe. When it comes to power, he has it. But all of this power is in the hands of a schizophrenic drug addict. The Sentry hears voices and depending on his mindset at the time his power fluctuates. He can become the greatest hero in marvel and the greatest enemy at the same time. The Void, The sentry's opposite is a villain which overwhelms pretty much any hero from The Hulk to the X men to even Asgard and “gods” like loki. Lets just say there is plenty of potential.
Lastly from Valiant Comics, although this character is more of anti hero, i would say Ninjak or Ninja-K deserves a movie.
Think Batman mixed with James bond and Deathstroke in Britain. Ninjak is a world class assassin who utilizes his gadgets and riches to combat any one who he is hired to, and he works for Mi6 to protect britain even protecting the world at times. Although Young, Ninjak has plenty of skill and ambition to make up for it. His origin and story is also very interesting and unique, from a lonely childhood, where his butler abused him and his parents were never around, to being the top field agent of Mi6 and being trained by an Undead monk in the middle of nowhere in order to find the monk that killed the only woman he ever loved, who was also his handler. There is plenty of drama and plot to entertain a good sized audience.

I’d like to see a movie about not one under-represented superhero but the whole of the 31st century Legion of Superheroes (Cosmic Boy, Chameleon Boy, Brainiac 5 , Phantom Girl and the rest). I used to read DC Comics avidly in the early 1960’s and Adventure Comics were my favourites ahead of the likes of Action Comics, Superboy, and Batman.
If I’m allowed a second choice I’d choose Jimmy Olsen, Superman’s best pal. Strictly speaking Jimmy isn’t a superhero unless you include his Legionnaire persona as Elastic Lad, but so many times the plucky 21-year-old cub reporter has saved the day for the Man of Steel. When you make your Jimmy Olsen movie, bear in mind he is 21-years old, he has ginger hair, he has freckles, and he wears bow-ties. If you can find someone like the actor who played Ralph Malph in the Happy Days series, he’d be great in the role.

Some characters that immediately come to mind for me are Blue Beetle (DC), Martian Manhunter (DC), Iron Fist (Marvel), and Red Hood (DC). There are so many amazing superheroes that deserve to shine on the big screen.
