N242b for 2019 Elections (Fraud or What?)

On the front page of the Guardian Daily Paper for today, that is Wednesday, July 18, 2018.
The major headline printed in bold ink is about the presidency demanding for a deafening sum of #242,445,322,600.00
(Two Hundred and Forty Two Billion, Four Hundred and Forty Five Million, Three Hundred and Twenty Two Thousand, Six Hundred Naira Only)

The request was made by President Buhari in a letter to the Senate house read by Senate President Bukola Saraki to senators at the commencement of yesterday's session.
The letter was tagged,'Request for Virement and Supplementary 2018 Budget' .

Now Let's ignore the contents of the letter because I for one would like to ask Mr President what form of election INEC (Independent National Electoral Commission)  would be conducting that would require the use of such huge sum of money?
